Military Utility Privatization

Privatization is defined as the transfer of ownership and responsibility for operation, maintenance, repair, upgrade, and plant replacement of U.S. Government (Department of Defense) owned utility distribution systems to the non-federal sector. Booth & Associates, Inc. has been successful for clients in helping win contracts for military base electric system privatization.
Our first step is to identify the system being offered by the Department of Defense, and then to identify what local or regional utilities would be interested in offering to take over the ownership and operation of the distribution system.
Booth & Associates, Inc. offers to coordinate and submit the utility's proposal to the military's representative, who then determines if the proposal will be considered and negotiated. In the event the submitted proposal is selected, Booth & Associates, Inc. offers services for contract negotiation.

The proposal process includes several elements, including:

  • Technical proposal
  • Cost proposal
  • System valuation
  • Meetings and conferences
  • Amendments
  • Presentation preparation
  • Negotiations
  • Contract implementation

Booth & Associates, Inc. projects include:
  • Fort Bragg/Pope Air Force Base, USA/USAF (NC)
  • Sunny Point Army Depot, USA (NC)
  • Fort Huachuca, USA (AZ)
  • Marine Corps Aviation Station Cherry Point, USMC (NC)
